Enforce parking rules in residential roads

In my specific street, there are too many cars of residents than there is capacity of roadside parking (let alone for visitors, too). Not everyone has a driveway and if that, residents have 4 cars but a 2 car driveway. There is little enforcement regarding parking, people like to 'save' spaces for other people and restrict other residents from parking. I just feel like there needs to be a better system if someone complains.

Apart from this street, everywhere else nearby is a small, one-track country lane of which you cannot park and leave your car. So there is no other nearby parking to go where you won't get fined.
