clarify what is affordable

The word affordable is thrown around as if we all know what it means. If there is a requirement for a new build projects to provide a percentage of affordable housing for local people this has to be within a local affordability framework, led by the Council. This framework would have to take into account average wages and access to better paid employment within that area.  it would also need to consider other demographics such as access to transport, schools, medical facilities etc
